The Philippine Embassy in Tokyo
The Embassy of the Republic of the Philippines in Tokyo, Japan is one of the largest and most active posts in the Philippine Foreign Service. It serves as the principal representative of the Philippine Government in its official relations with the Government of Japan.
In fulfilling its mandate, the Embassy is guided by the Philippines’ core foreign policy priorities. These include the promotion of closer and mutually beneficial ties between the Philippines and Japan; the enhancement of national security; the advancement of economic diplomacy to support inclusive and sustainable national development; and the protection and promotion of the rights and welfare of the approximately 330,000 Filipinos residing in Japan.
Equally central to the Embassy’s mission is the promotion of Philippine culture and the cultivation of a positive national image. Through cultural exchange, public diplomacy, and active community engagement, the Embassy seeks to deepen mutual understanding and foster greater understanding and goodwill between the Filipino and Japanese peoples.
Reflecting the wide-ranging scope of Philippines–Japan cooperation, the Embassy functions as a One-Country Team under the leadership of the Ambassador and composed of representatives from the Department of Foreign Affairs (DFA), Department of National Defense (DND), Department of Trade and Industry (DTI), Department of Tourism (DOT), Department of Agriculture (DA), Department of Migrant Workers (DMW), and the Overseas Workers Welfare Administration (OWWA).
Below are the functional offices of the Embassy:
The Political Section oversees matters concerning overall Philippines–Japan relations, including Japan’s foreign policy with third countries, domestic political developments, and Japan’s engagement in regional and multilateral organizations. It also handles the Embassy’s diplomatic initiatives with the Manila Club Ambassadors group, supports Philippine candidatures to international organizations, and coordinates Philippine participation in political and security conferences held in Japan.
The Economic Section manages a broad range of responsibilities, including matters related to Official Development Assistance (ODA), Philippines-Japan economic issues, and developments in the Japanese economy. It also monitors Japan’s involvement in regional and multilateral economic fora. The section represents the Embassy in meetings, conferences, seminars, briefings, and other engagements relevant to economic diplomacy and development.
The Cultural Section is tasked with planning, implementing, and monitoring programs and projects that promote Philippine culture, arts, and heritage, in line with the Philippine government’s efforts towards cultural diplomacy and people-to-people exchanges. It also supports cooperation in education, science and technology, and space between the Philippines and Japan. Furthermore, the section fosters strong ties with the Filipino community in Japan, including through the programs and projects of Sentro Rizal-Tokyo.
The Consular Section delivers a wide range of services to both Filipino nationals and foreign clients. These include the issuance of passports and visas, authentication of documents, and provision of notarial services. The section is also responsible for assisting Filipinos in distress and ensuring the protection of their rights and welfare. The Public Diplomacy Section manages the Embassy’s communication and outreach efforts to promote a positive image of the Philippines in Japan. It handles media relations, official social media platforms, and public information campaigns, while also coordinating press releases, interviews, and coverage of major events. The section works to increase public awareness of Philippine foreign policy priorities and fosters mutual understanding through strategic communication and engagement with the Japanese public.
The Administrative Section provides essential support services to ensure the smooth operations of the Embassy. These include accreditation, records management, mail handling, vehicle maintenance, logistics, and property administration. It plays a vital role in maintaining the infrastructure and systems that enable the effective delivery of the Embassy’s mandate.
