フィリピン外務省は国家統計局（NSO）の民事登録書類の注釈に関するガイドラインを定める覚書（番号2007-008）を受理しました。覚書には、外国での判決又は命令は、それのみで有効性があるわけではなく、フィリピン国内の裁判所にて承認を受ける必要があると記載されています。さらに、フィリピン共和国対オルベシド三世訴訟の最高裁判所判決（2005年10月25日、G.R.154380）には“外国での離婚判決をフィリピンの裁判所にて承認するには、その申し立て当事者は離婚の事実を証明し、またそれを許可している外国法との適合を明示しなげればならない”とあります。
国家統計局のガイドラインには下記の外国判決・命令について規定があります。
