ADVISORY: Travel Restrictions on Foreign Passengers From 22 March to 21 April 2021

Pursuant to NTF Memorandum Circular No. 5, its subsequent clarification, and relevant guidelines issued by the IATF, the entry of foreign nationals shall be temporarily suspended effective 22 March until 21 April 2021.

The following measures shall be observed for the duration of the travel ban:

1. SHALL NOT be allowed entry

• All foreigners, regardless of previously issued endorsement or exemption from the Department of Foreign Affairs (DFA)/ privileges (under RA 6768 – Balikbayan), except those specifically exempted;

Note: Previously issued visas and visa-free privileges under the Balikbayan Program will be suspended. Those whose flights have been affected by the travel ban are advised to reschedule their travel accordingly. Otherwise, they will be excluded by the Bureau of Immigration.

2. MAY BE allowed entry

• All Filipino citizens whether a returning Overseas Filipino (OF) or Overseas Filipino Worker (OFW), including dual citizens with identification/recognition certificates, and subject to RT-PCR test, quarantine and isolation protocols issued by the Department of Health (DOH);

• Foreign parents, spouses and children of Filipino citizens provided that they (a) are travelling with the Filipino spouse/parent/child; (b) hold existing or new visas; and (c) subject to the applicable testing and quarantine protocols as prescribed by the DOH;

• Diplomats and members of international organizations accredited to the Republic of the Philippines and their qualified dependents provided they hold a valid 9(e) or 47(a)(2) visa, as the case may be, and who shall likewise be exempted from quarantine protocols provided that: (a) they undergo RT-PCR testing upon arrival at the airport; (b) submit/present a duly executed Undertaking to the DOH-BOQ personnel at port of entry; and (c) observe strict 14-day self-quarantine at their declared accommodation or quarters;

• Foreign nationals involved in medical repatriation duly endorsed by the Department of Foreign Affairs – Office of the Undersecretary for Migrant Workers Affairs (DFA-OUMWA) and Overseas Workers Welfare Administration (OWWA), provided they have a valid visa at the time of entry, subject to the applicable testing and quarantine protocols as prescribed by the DOH;

• Foreign seafarers under the “Green Lanes” program, arriving through seaports, for crew change provided that they hold a 9(c)crew list visa at the time of entry, subject to the applicable testing and quarantine protocols as prescribed by the DOH; and,

• Emergency, humanitarian, and other analogous cases approved by the Chairperson of the NTF COVID-19 or his duly authorized representative, provided the foreign nationals have valid visas at the time of entry, subject to the applicable testing and quarantine protocols as prescribed by the DOH.

Note: The foregoing is without prejudice to immigration laws, rules, and regulations such that the Commissioner of Immigration shall have the exclusive prerogative to decide on waiver or recall of exclusion orders for all foreign nationals authorized entry under relevant IATF resolutions.

3. General Arrival Protocols

All passengers permitted entry into the Philippines shall be required to:

  1. Secure and present a pre-booked accommodation for at least six (6) nights in a DOT-accredited hotel/facility;
  2. Undergo RT-PCR COVID-19 testing at their respective quarantine hotel/facility on the sixth (6th) day from date of arrival in the Philippines; and,
  3. Negative result from the COVID-19 test shall be endorsed to the passengers’ local government units, who shall then strictly monitor the remainder of the 14-day quarantine through their respective Barangay Health Emergency Response Teams.

4. Visa Application Procedures

In line with this, the Embassy will continue visa processing and issuance only for the following foreign nationals:

  1. Foreign parents, spouses, and children, of Filipino nationals;
  2. Incoming foreign government officials (FGOs) traveling for posting and assignment in the Philippines; and,
  3. Foreign seafarers arriving through seaports, for purposes of ship rotation.

All visa applications will be processed by mailing only. No in-person applications will be entertained as a precautionary measure against COVID-19.

***Special Handling for foreign nationals with DFA letter of exemption

Visa applications of foreign nationals who have been issued DFA letters of exemption (upon endorsement of DTI, PEZA or any relevant national agency/instrumentality) may be pre-evaluated to facilitate issuance of visas once the travel ban is lifted on 22 April (unless further extended). However, kindly note that there will be no visa issuance during the period of the travel ban. Thus, mailing of original documents and payment will not be accepted during this period.
