TOKYO, 06 October 2025 – The Philippine Embassy in Japan hosted on 30 September the signing of three (3) memoranda of understanding (MOUs) between the Bases Conversion and Development Authority (BCDA) and Japanese partners, highlighting the shared commitment of the Philippines and Japan to advance cooperation in sustainable development, renewable energy, information and communications technology, and waste management.
The MOUs were signed by BCDA President and CEO Engr. Joshua M. Bingcang with the following partners: Kanadevia Corporation (KVC) for preliminary feasibility studies on a waste-to-energy facility in New Clark City, Capas, Tarlac; IPS Inc. and InfiniVAN Inc. for collaborative projects maximizing BCDA’s ICT assets in the Poro Point Freeport Zone and other BCDA-managed areas to support the Luzon Bypass Infrastructure Program; and the Japan Bank for International Cooperation (JBIC) to promote Japanese participation in BCDA’s energy transition projects, with JBIC also expressing willingness to explore strategic financing options.
In her welcome remarks, Ambassador Mylene J. Garcia-Albano underscored that the signing of the MOUs represents “a shared commitment to collaboration, innovation, and sustainable growth that will pave the way for meaningful business opportunities, foster stronger partnerships, and deliver tangible benefits not only to the companies involved but also to the broader Philippines-Japan economic relationship.” She also called on the Japanese business sector to support the Philippine Government’s efforts to initiate a general review of the Japan–Philippines Economic Partnership Agreement (PJEPA) to further strengthen the policy environment that would facilitate similar initiatives in the future.
The Embassy likewise facilitated a meeting between BCDA officials and the Japan ICT Fund, during which BCDA presented investment opportunities in three (3) flagship ICT projects: the New Clark City ICT Passive Infrastructure, the Luzon Bypass Infrastructure Project, and the Long-term Lease and Development of SCTEX Fiber Infrastructure.
The delegation also met with the Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development to discuss strategic directions for New Clark City, and conducted a site visit to the Shinagawa Waste-to-Energy Plant to benchmark operational and technical practices.
These engagements reaffirm the Embassy’s role in strengthening economic partnerships and fostering initiatives that contribute to a greener, smarter, and more resilient Philippines, while deepening the longstanding economic ties between the Philippines and Japan.

BCDA President Joshua Bingcang delivered his remarks during the MOU Signing Ceremony on 30 September 2025 at the Philippine Embassy in Japan.
