Philippine Embassy Hosts Market Consultation For MRT-3 Capacity Expansion and Operations & Maintenance PPP Project

TOKYO 29 June 2026 – The Philippine Embassy in Japan hosted a market consultation for the MRT-3 Capacity Expansion and Operations and Maintenance (O&M) Public-Private Partnership (PPP) Project, convened by the Philippine Department of Transportation (DOTr) and the Asian Development Bank (ADB), on 23 June 2026 in Tokyo. The event brought together Japanese railway operators, infrastructure developers, investors, and technical experts to discuss the project and provide industry feedback.

Welcoming participants on behalf of Philippine Ambassador to Japan Mylene J. Garcia-Albano, Deputy Chief of Mission Christian L. De Jesus underscored the importance of stakeholder engagement in developing sustainable and commercially viable infrastructure projects. He noted that the consultation was particularly timely as the Philippines and Japan celebrate the 70th Anniversary of the Normalization of Diplomatic Relations and work to advance cooperation under their Comprehensive Strategic Partnership, including in the field of high-quality infrastructure development.

DOTr Assistant Secretary for Railways Eduardo Macabulos and MRT-3 General Manager Engr. Michael Capati joined representatives from the ADB, the Public-Private Partnership Center, and the Japan International Cooperation Agency (JICA) in presenting the project to participants. The discussions included the project’s objectives, timeline, and opportunities for private sector participation.

Building on the successful rehabilitation of the MRT-3 system, the proposed PPP project aims to expand capacity, improve operational performance, and ensure the long-term reliability of one of Metro Manila’s most important urban rail lines. The consultation provided prospective investors, operators, and technical partners with an opportunity to engage directly with project proponents and share insights that will help refine the project’s design and implementation.

The Embassy reaffirmed the Philippines’ commitment to a transparent and competitive investment environment and expressed confidence that the consultation would contribute to the successful development of the MRT-3 PPP Project while further strengthening infrastructure cooperation between the Philippines and Japan.
