Philippine Embassy Welcomes Procurement Innovations and Capacity Building Programs of University of the Philippines Procurement Office

TOKYO, 18 November 2025 – Philippine Ambassador to Japan Mylene J. Garcia-Albano welcomed the innovative programs of the University of the Philippines (U.P.) Procurement Office during the latter’s courtesy call on 14 November 2025 at the Philippine Embassy.

The U.P. Procurement Office, led by its director, Atty. Flor Lasquety Ofilada, presented the University’s latest initiatives to address the call of President Ferdinand R. Marcos Jr. for digitization of and transparency in government processes, which include the said office’s online procurement dashboard.

The delegation was in Tokyo on 10-14 November 2025 under the GALINGANGAN Training Program of the U.P.-Office of International Linkages (U.P.-OIL).

“As part of the civil service, we must continually seek opportunities to strengthen our processes and systems so that we can deliver better and more efficient services to our stakeholders. I appreciate the efforts of personnel from our administrative offices who, through the GALINGANGAN Training Program, are learning best practices on procurement and administrative procedures and policies from both the public and private sectors in Japan,” Ambassador Garcia-Albano underscored during the courtesy call discussions.

The Embassy coordinated the U.P. Procurement team’s learning session with Japan’s National Institute of Public Administration (NIPA).

The U.P.-OIL’s GALINANGAN initiative is a capacity-building program for the University’s administrative personnel aimed at further enhancing the institution’s competencies through training and partnerships.
