Philippine Embassy Explores With HR Experts Proactive Measures to Ensure Well-being and Up-skill Filipinos in Japan

Philippine Ambassador to Japan Mylene J. TOKYO, 18 November 2025 – Philippine Ambassador to Japan Mylene J. Garcia-Albano highlighted the need to implement programs that address isolation and loneliness among Filipinos in Japan, as well as initiatives that increase their employability in the host country through upskilling, during the courtesy call by officials of the People Management Association of the Philippines (PMAP), led by Mr. Gilbert Camasura and PMAP President, Ms. Lydia Lily G. Quintans, on 12 November 2025.

“Being away from the Philippines and from your family and loved ones, language barriers, and cultural differences could take its toll on our fellow Filipinos in Japan. And while there are many employment opportunities in Japan, some Filipinos find it difficult to look for better options that would provide them more financial security. I would like to address these issues in the most immediate time possible, and sustain the initiatives that the Philippine Embassy will carry out so that more Filipinos will benefit from these programs,” expressed Ambassador Garcia-Albano.

PMAP recognized the need to implement proactive measures, and to actively engage the Filipino community in Japan to address the issues raised by Ambassador Garcia-Albano. The organization expressed its commitment to partner with the Philippine Embassy, particularly in sharing their expertise on human resource interventions and training on counselling and people development, for both Embassy personnel and members of the Filipino community.

Ambassador Garcia-Albano further noted that undertaking these high-impact programs are especially timely as the Philippines and Japan prepare for the 70th anniversary of the normalization of Philippines-Japan relations in 2026. Concerns related to isolation and loneliness as well as opportunities for professional growth are shared by both countries and can be addressed through partnerships with relevant entities from the Philippines and Japan.

The PMAP delegation attended the 3rd Global HR Conference held on 11-13 November 2025 in Tokyo. Mr. Camasura served as a panelist where he presented the Philippine perspectives on diversity, equality and inclusion (DEI). The other Philippine delegates included Ms. Alpha Omega Aquino, Ms. Denice Camasura, Ms. Carolyn Alcances, Ms. Kate Aurelio and Ms. Nissa Trinidad.

PMAP is a Philippine-based organization of human resource experts with around 2,000 members, and has participated in the Global HR Conference since its inaugural event in 2023.
