Philippine Embassy Calls For More Proactive Initiatives For Filipinos in Japan During CFO’s Ugnayan Activities

TOKYO, 1 December 2025 – As part of the Philippine Embassy’s continuing efforts to expand awareness of Philippine government services among the Filipino Community in Japan, the Embassy extended its support to the Ugnayan Sa Tokyo and related activities of the Commission on Filipinos Overseas (CFO) from 21 to 25 November 2025.
“We need to provide more sustainable and proactive interventions and capacity building programs for Filipinos, especially in ensuring their welfare and wellbeing in Japan, to enable them to easily adjust to the way of life and to further thrive in the host country. Possible interventions include providing Japanese language training, and setting up available hotlines for psychosocial counselling as isolation and loneliness is a pressing issue among our kababayan in Japan,” expressed Philippine Ambassador to Japan Mylene J. Garcia-Albano during the CFO’s courtesy call on 21 November 2025.
In response, the CFO briefed the Philippine Embassy on the Commission’s programs and services, such as the Lingkod sa Kapwa Pilipino (LINKAPIL) Program which connects overseas Filipino support to beneficiaries of livelihood programs in the Philippines, financial literacy activities, establishment of support networks, and engaging the Filipino diaspora as partners in government policymaking.

Members of the Filipino Community consulted with Japanese volunteer lawyers during the CFO’s Ugnayan Sa Tokyo information session held on 23 November 2025 at the Multi-Purpose Hall of the Philippine Embassy.
During the Tokyo leg of the Ugnayan series, the CFO conducted mobile registration services at the Embassy’s Consular Section as part of the Commission’s mapping of overseas Filipinos; focus group discussions in Tokyo and various parts of the Kanto region; and the Ugnayan Sa Tokyo information session on 23 November at the Embassy’s Multi-Purpose Hall, where legal consultations were conducted by the volunteer lawyers from the Philippines and Japan, online and in-person, respectively.

The CFO’s Ugnayan series in Japan include activities in Tokyo and other areas in the Kanto region, Nagoya and Osaka. The Tokyo-Kanto region CFO team was composed of Emigrant Services Officers Mr. Mike Joy D. Aton, Ms. Graciel Antonett A. Paguinto, Ms. Rovie Ana M. Pamintuan and Mr. Charles Andrew D.
