Philippine Ambassador, Consuls General in Japan Join 5th Bilateral Consultation on Consular Matters

The heads of Philippine Foreign Service Posts in Japan participated in the 5th Philippines-Japan Bilateral Consultation on Consular Matters (BCM), hosted by Japan at the Ministry of Foreign Affairs (MOFA) in Tokyo on 12 May 2026.
Philippine Ambassador to Japan Mylene J. Garcia-Albano, Consul General in Nagoya Shirlene C. Mananquil, and Consul General in Osaka Donna M. Rodriguez formed part of the Philippine delegation to the BCM, led by Assistant Secretary Anne Jalando-on Louis of the Department of Foreign Affairs – Office of Consular Affairs (DFA-OCA).
The Philippine delegation was received by Assistant Minister and Director-General Taisuke MIBAE of the MOFA Consular Affairs Bureau. Prior to the BCM, Assistant Secretary Louis and Ambassador Garcia-Albano presented to Director-General Mibae the commemorative pin for the 70th Anniversary of the Normalization of Philippines-Japan Diplomatic Relations in 2026.

The BCM served as a platform for discussions and exchange of views between the Philippines and Japan on matters of mutual concern in consular affairs, including those affecting their respective nationals residing in the other country.
For the first time in history, all three (3) Philippine Foreign Service Posts in Japan are currently led by women, following the assumption of duty of Consul General Rodriguez in February of this year.
