Launching of Online Visa Application System (OVAS) Starting 01 January 2022
Starting 1 January 2022, all 9(a) visa applications will have to be lodged using the Online Visa Application System (OVAS).
The following individuals are allowed to apply for 9(a) visas in accordance with existing immigration guidelines:
- Foreign nationals entering the Philippines for business purposes, duly endorsed by the relevant national government agency and who have an Entry Exemption Document (EED) from the Department of Foreign Affairs (DFA);
- Foreign nationals who are spouses/parents/minor children of Filipino nationals currently residing in the Philippines; and,
- Foreign nationals who have been granted exemption on humanitarian grounds, and who have an Entry Exemption Document (EED) from the Department of Foreign Affairs (DFA).
Note: Those applying for other visa types (e.g., 9e, 9c, 9g, 47a2) will continue to use the paper application form (F.A. Form No. 2). [Link to FA Form No.2]

For those applying at the Philippine Embassy in Tokyo (PE Tokyo) kindly e-mail your complete documents, including the signed OVAS-generated application form, to visa@DELETEphilembassy.net for pre-evaluation. Once pre-approved, you will be informed of mailing and payment procedures.
