MAEBASHI, 18 December 2025 – As part of its mandate to promote and protect the rights and welfare of Filipinos in Japan, the Philippine Embassy in Tokyo connected with officials and staff of the Gunma Prefectural Government in Maebashi City through a courtesy call on 03 December 2025 to exchange best practices in engaging Filipino residents and strengthening services for their well-being.

The Embassy’s delegation, led by First Secretary and Consul Robert D. Quintin, was received by Gunma Prefecture’s Regional Revitalization Department, Gunma Life and Foreign Residents Promotions Division, led by Mr. Takaaki SATO.

The Gunma Prefectural Government presented its ongoing community development initiatives to support Filipino nationals and other foreign residents. Among them, the prefecture facilitated a tour of its One-Stop Consultation Center for Foreign Residents established in 2019, a facility where foreign residents can make inquiries and be referred to appropriate institutions that can address their concerns.

The Embassy, for its part, shared recent developments in its services for Filipinos in Japan, including the programs of the Migrant Workers’ Office (MWO)-Tokyo and the opening of the Social Security System (SSS)-Japan Office in October 2025. The Embassy and the prefectural government also discussed common issues affecting Filipino residents, including pension, labor and employment, immigration, and others.

As of December 2024, there are 9,386 Filipinos residing in Gunma Prefecture, making it the third-largest foreign community in the region.

The Embassy expressed its readiness to support Gunma Prefecture in disseminating critical information for Filipinos living in Japan, and to collaborate on initiatives and partnerships in line with the 70th anniversary of the normalization of Philippines-Japan diplomatic relations in 2026.

Gunma Prefecture’s One-Stop Consultation Center for Foreign Residents is open on weekdays, 9:00 AM – 5:00 PM, and provides services in 5 foreign languages (i.e., English, Portuguese, Chinese, Spanish, and Vietnamese). Filipinos in Gunma Prefecture may contact the Center through its telephone number 027-298-8275 and Facebook page.
