PH Embassy, Isabela State University Discuss Advancing Scholarship and Training For Filipinos

A delegation of professors from Isabela State University (ISU) led by its president, Professor Boyet L. Batang, PhD (4th from left), paid a courtesy call on Philippine Ambassador to Japan Mylene J. Garcia Albano (5th from left) on 28 November 2025 at the Philippine Embassy in Japan to discuss ISU’s ongoing and prospective academic and research collaborations with Japanese universities.
The delegation reported to the Ambassador its recent engagement with Kyoto University, noting that ISU has entered into a Memorandum of Understanding (MOU) in 2019. President Batang also shared that ISU will co-organize a training course on water resource and river basin management in 2026 under the Networked Exchange, United Strength for Stronger Partnership between Japan and ASEAN (NEXUS) cooperative framework for joint research.
Ambassador Garcia-Albano commended ISU on its initiatives to further strengthen academic partnerships between the Philippines and Japan, and reaffirmed the Philippine Embassy’s commitment in advancing university linkages and student mobility.
According to ISU, three (3) Filipino students are currently enrolled in Kyoto University’s doctorate programs and are conducting research on a 3D modelling of the Cagayan River Basin, which will aid local governments in planning and implementing disaster risk management programs.
The ISU professors also interacted with the Japan Water Agency to learn about best practices in the study and implementation of flood mitigation strategies.
President Batang was joined by Professor Isagani P. Angeles, Jr. (leftmost), Professor Orlando F. Balderama (5th from right), Ms. Juditha Faith T. Balderama (3rd from left), and Mr. Benito Salvador, Jr. of the Office of Civil Defense (OCD) (4th from right). Isabela Governor Rodolfo Albano III (3rd from right) accompanied Ambassador Garcia-Albano in receiving the ISU delegation and discussing its training and research priorities.
