New Batch of Filipino JDS Fellows Urged to Contribute to Philippines’ Socio-economic Transformation

TOKYO, 04 September 2025 – Philippine Ambassador to Japan Mylene J. Garcia-Albano and other Embassy officials welcomed nineteen (19) young Filipino civil servants who are part of the latest batch of fellows under Japan’s Project for Human Resource Development Scholarship, formerly the Japanese Grant Aid for Human Resource Development Scholarship or JDS, at the chancery during their courtesy call.

In her welcome message, the Ambassador said, “I encourage you to maximize your learning opportunities as JDS fellows here in Japan, not only to gain more knowledge in your respective fields but also to be vessels of the strong people-to-people ties between the Philippines and Japan. More importantly in your return to the Philippines, I hope you will further contribute to our country’s socioeconomic transformation.”
The young Filipino scholars represented various Philippine government agencies and institutions, and will undertake studies in a number of fields including environmental studies, international relations, public policy, and science and technology in Japanese universities.
The Project, whose recipients are mostly from the civil service of countries receiving development aid from Japan, aims to provide opportunities for higher learning from Japanese educational institutions. It was established in the Philippines in 2002, and more that 400 Filipino fellows have benefitted thus far from graduate programs under the project.
