ADVISORY: Lifting of Travel Restrictions on Certain Categories of Foreign Passengers From Japan on 1 February 2021
Pursuant to IATF Resolution No. 97 dated 28 January 2021, and relevant guidelines issued by the IATF, certain categories of foreigners from Japan with new or existing visas, may be allowed entry to the Philippines from 1 February 2021.
In view of the foregoing, the following measures shall be observed:
1. MAY BE allowed entry
Foreign nationals who may be allowed entry are as follows:
A. Visa-Free
- Dual Citizens;
- Balikbayan Program (accompanying foreign spouses and children of Filipino citizens and former Filipino citizens);
B. Required to hold existing visas
- Permanent (Immigrant) visa holders w/ valid visas;
- Special (Non-Immigrant) visa holders w/ special visas;
C. With existing or new visas (*May apply for new visas if no existing visa)
- Foreign spouses, minor children, and children with special needs of Filipino nationals, and foreign parents of minor Filipino children/children w/ special needs not covered under the Balikbayan Program;
- Incoming foreign government officials (FGOs) traveling for posting and assignment in the Philippines;
- Foreign nationals endorsed by relevant National Government Agencies or Instrumentalities w/ exemption approval (e.g., DTI, PEZA. DOTr, DOE, etc.); and,
- Foreign seafarers for purpose of ship rotation

2. SHALL NOT be allowed entry
As a general rule, foreign nationals are still prohibited from entering the Philippines, except the above foreign nationals who may be allowed entry pursuant to relevant IATF resolutions;
3. General Arrival Protocols
All foreign nationals permitted entry into the Philippines shall be required to:
- Secure and present a pre-booked accommodation for at least six (6) nights in a DOT-accredited hotel/facility;
- Undergo RT-PCR COVID-19 testing at their respective quarantine hotel/facility on the sixth (6th) day from date of arrival in the Philippines; and,
- Negative results from the two COVID-19 tests shall be endorsed to the passengers’ local government units, who shall then strictly monitor the remainder of the 14-day quarantine through their respective Barangay Health Emergency Response Teams.

4. Visa Application Procedures
In line with this, the Embassy will resume visa processing and issuance only for the following foreign nationals:
- Foreign spouses, minor children, and children with special needs of Filipino nationals, and foreign parents of minor Filipino children/children w/ special needs who are not covered under the Balikbayan Program;
- Incoming foreign government officials (FGOs) traveling for posting and assignment in the Philippines;
- Foreign nationals endorsed by relevant National Government Agencies or Instrumentalities w/ exemption approval (e.g., DTI, PEZA. DOTr, DOE, etc.); and,
- Foreign seafarers for purposes of ship rotation
All visa applications will be processed by mailing only. No in-person applications will be entertained as a precautionary measure against COVID-19.
