TOKYO, 05 October 2026 – The Philippine Embassy in Japan, led by Chargé d’Affaires, a.i. (CDA) Christian L. De Jesus, officially sent off thirteen (13) Filipino fellows from the 22nd batch of Japan’s Project for Human Resource Development Scholarship (JDS) during the group’s courtesy call at the Embassy on 29 September 2026.

The fellows, representing various Philippine government agencies and institutions, are preparing to return to their respective government agencies in the Philippines after successfully completing two (2) years of postgraduate studies at leading Japanese universities.

During the courtesy call, CDA De Jesus commended the JDS fellows for their academic achievements and their vital role in fostering closer ties between the Philippines and Japan. “While political and economic agreements form the framework of our bilateral ties, it is our deep, people-to-people connections that truly keep the friendship between our two countries stronger than ever,” CDA De Jesus stated. “Your graduation also holds profound significance this year as we celebrate the 70th anniversary of the normalization of diplomatic relations between the Philippines and Japan. Through your dedication, you are actively contributing to the development of our dynamic partnership,” he added.

JDS fellows share the lessons they learned from their time in Japan, both academically and personally, which they hope to utilize in making significant contributions to the growth and development of their respective government agencies in the Philippines.

Ms. Sumiyo MIYATAKE, representing the Japan International Cooperation Center (JICE), accompanied the Filipino JDS fellows during the courtesy call. CDA De Jesus extended the appreciation of the Embassy and the Philippine government to JICE for its unwavering commitment to the professional development of young Filipino civil servants. He emphasized that the rigorous academic training the fellows received will help strengthen institutional capacity and enhance public service delivery in the Philippines.

The JDS Program—formerly the Japanese Grant Aid for Human Resource Development Scholarship—provides public sector professionals with opportunities to pursue graduate studies in Japan and develop the knowledge and expertise needed to address the country’s development challenges. Since 2002, JDS has supported more than 500 Filipino civil servants in advancing their education in critical fields such as public policy, governance, international relations, management, science and technology, and environmental studies.
