Philippine Ambassador Welcomes Members of Japan’s House of Councillors
27 November 2024 – Philippine Ambassador to Japan Mylene J. Garcia-Albano hosted two members of Japan’s House of Councillors, Hon. Mizuho Umemura and Hon. Ayaka Shiomura, on 18 and 22 November 2024, respectively, at the Philippine Embassy following their separate visits to the Philippines last quarter.
The visits by Hon. Umemura and Hon. Shiomura to the Philippines were part of efforts to gain a deeper understanding of the status and concerns of the Nikkeijin community—descendants of Japanese immigrants in the Philippines—and to explore opportunities for economic collaboration between localities in both countries. During their time in the Philippines, the two legislators also met with local government officials to discuss potential partnerships in various sectors.
Ambassador Garcia-Albano expressed her gratitude for the legislators’ active engagement, stating, “The visits of Hon. Umemura and Hon. Shiomura highlight the strong commitment of Japan’s leaders to enhancing the partnership between the Philippines and Japan. Local-level collaboration not only drives economic growth but also strengthens the bonds of friendship and mutual respect between our peoples. We continue to deepen these connections for the benefit of future generations.”
The House of Councillors serves as the upper house of Japan’s National Diet, the country’s bicameral legislature. It has 248 members, each serving a six-year term, which is two years longer than the term for members of the House of Representatives. Members must be at least 30 years old to qualify. The House plays a crucial role in legislation, budget control, and treaty approval.
