ADVISORY: Information on Partial Lifting of Visa Issuance From 1 August 2021 and Travel Restrictions On Certain Categories of Foreign Passengers
Consistent with the resolutions promulgated by the IATF, the suspension of visa issuance is partially lifted in accordance with the following measures:
- Beginning 01 August 2021, foreign spouse, parent/s and/or minor children of Filipino citizens only, not traveling with said Filipino citizens but are joining them in the Philippines, may be issued 9(a) visas without need for an Entry Exemption Document (EED), subject to compliance with the visa requirements; and,
- Beginning 01 August 2021, eligible foreign workers may be issued 9(g) and 47(a)(2) visas as long as the respective visa authority from the Bureau of Immigration (BI) and the Department of Justice (DOJ) would have been secured. Applications should be directly filed by the Philippine-based employer with the BI or the DOJ as the case may be.
Visa Application/Issuance Procedures

All visa applications will be processed by mailing only. No in-person applications will be entertained as a precautionary measure against COVID-19.
For pre-evaluation purposes, email the accomplished application form, including all requirements in one (1) pdf file, to visa@DELETEphilembassy.net, with email subject: FULL NAME_Visa-Pre-Evaluation (e.g. YUKI SATO_Visa Pre-Evaluation).
In summary, the following measures shall be observed for the duration of the travel restrictions:

4 | Foreign nationals allowed entry under the Balikbayan Program, provided they are nationals from non-visa required countries under EO 408:
– Former Filipino citizens, together with their foreign spouses and children, regardless of age, who are traveling with them; and, – Filipino citizen’s spouses and children, regardless of age, who are traveling with them.

5 | The following foreign nationals who are NOT traveling together with the principal Filipino national, but are joining the Filipino national in the Philippines:
– Foreign spouses of Filipino nationals; – Foreign minor children, and foreign children with special needs regardless of age, of Filipino nationals; and, – Foreign parents of minor Filipino children and children with special needs regardless of age

6 | Holders of valid and existing 9(A) visas (except for those covered under no. 5 above) PROVIDED, they present an entry exemption document to the Bureau of Immigration upon arrival
Note: The entry exemption document may be secured from the Department of Foreign Affairs (DFA) upon the endorsement by the relevant national government agency (NGA) or instrumentality.

2. SHALL NOT be allowed entry
Pursuant to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 136, foreign nationals, regardless of vaccination status, coming from countries classified under the Red List will not be allowed entry. Exempted from the travel ban are Filipinos returning to the Philippines visa government-initiated repatriation, non-government-initiated repatriation, and Bayanihan flights. Countries under the Red List will be published separately.***
