PH Embassy Convenes First RERB Hearing for 2028 Elections Overseas Voting Registration

On 20 April 2026, the Philippine Embassy in Japan convened its first Resident Election Registration Board (RERB) hearing to deliberate on applications for overseas voting registration received for the period 1 December 2025 to 31 March 2026 in preparation for the 2028 National Elections.

The hearing was presided by Acting Consul General and RERB Chairperson Robert D. Quintin, and was attended by the Embassy’s RERB Members, Labor Attaché Ramon Lamberto C. Pastrana, Third Secretary and Vice Consul Antonio Emmanuel R. Miranda, Legal and Records Officer Atty. Jamille R. San Jose, and Consular Assistant and Attaché George Ivan D. Versoza.

The RERB hearing approved various types of applications from overseas voters based in Tokyo and other areas within the Embassy’s jurisdiction, including new registration, certification, reactivation, change of address, correction of entries, change of address, and transfer of records.

Since 01 December 2025, the Embassy has resumed overseas voting registration for overseas Filipinos at its Consular Section. The Embassy also regularly conducts mobile registration for overseas voting during its consular outreach missions in various prefectures.

Overseas voting applicants may proceed to the Embassy’s Consular Section to submit their applications and requirements without the need of an appointment, and are highly encouraged to accomplish their forms using the iRehistro portal (https://irehistro.comelec.gov.ph/ovf1). Applicants residing outside Tokyo are also advised to follow the Embassy’s official social media channels and website for updates on the schedule of mobile registrations outside Tokyo.

The overseas voter registration period will run until 30 September 2027.
