Fifth Philippines-Japan High-Level Joint Committee Meeting on Infrastructure Development and Economic Cooperation, 20 June 2018, Tokyo

On 20 June 2018, Finance Secretary Carlos G. Dominguez III and Socioeconomic Planning Secretary Ernesto M. Pernia co-led the Philippine Delegation to the Fifth Philippines-Japan High-Level Joint Committee Meeting on Infrastructure Development and Economic Cooperation. The delegation was composed of high-level officials from the Embassy of the Republic of the Philippines in Japan, the Office of the Executive Secretary (OES), the Department of Foreign Affairs (DFA), the Department of Public Works and Highways (DPWH), the Department of Transportation (DOTR), the Department of Budget and Management (DBM), the Department of Energy (DOE), the Department of Information and Communications Technology (DICT), the Presidential Communications Operations Office (PCOO), the National Security Council (NSC), the Housing and Urban Development Coordinating Council (HUDCC) / Task Force Bangon Marawi and the Philippine Bases Conversion and Development Authority (BCDA).

The Japanese delegation was led by Chief Cabinet Secretary Yoshihide Suga and Special Adviser to the Cabinet Shigeru Kiyama. They were accompanied by high-level officials from the Prime Minister’s Office, Ministry of Foreign Affairs (MOFA), the Ministry of Finance (MOF), the Ministry of Economy, Trade and Industry (METI), the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the Ministry of Internal Affairs and Communications (MIC), the Ministry of the Environment (MOE), the Japan Bank for International Cooperation (JBIC), the Japan International Cooperation Agency (JICA), the Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development (JOIN), and the Embassy of Japan in Manila.

The agenda of the meeting included: 1) current status and issues of ongoing infrastructure projects; 2) support for Mindanao Peace and Development, including updates on the reconstruction and rehabilitation of Marawi City and its surrounding areas; and 3) other areas of cooperation such as regional development, information and communications technology (ICT), energy, agriculture, environment, public safety, and disaster prevention.

The meeting ended with the signing of the Record of Discussions of the Fifth High-Level Joint Committee on Infrastructure Development and Economic Cooperation, the Letter of Intent (LOI) on Technical Cooperation in the field of the Power Sector in the Philippines between DOE and METI, and the Amended Joint Venture Agreement between BCDA and Surbana Jurong for the New Clark City.
