Integration of Airport Terminal Fee into the Price of Airline Tickets

The Philippine Embassy in Tokyo wishes to inform the public that the Manila International Airport Authority (MIAA) has started implementing the International Passenger Service Charge (IPSC) on 01 February 2015. This means that the Php 550.00 airport terminal fee will be integrated into the price of airline tickets upon booking or ticket purchase.

The integration scheme will be implemented simultaneously by all airlines worldwide and shall also cover passengers departing Manila to any destination outside the Philippines. It aims to provide convenient and hassle-free travel and conforms with international standards and practices of airports worldwide.

The integration shall recognize and honor all exemptions mandated by law such as Overseas Filipino Workers (OFWs), Muslim pilgrims endorsed by the National Commission on Muslim Filipinos (NCMF) and athletes endorsed by the Philippine Sports Commission (PSC). Exemption may be availed of with the presentation of an exemption certificate duly issued by the Philippine Overseas Employment Administration (POEA) or the MIAA. Children ages two (2) years and below are also exempted from the IPSC.

A refund is allowed for exempted passengers who upon booking or ticket purchase were charged the Php 550.00 terminal fee. It may be processed and paid at the NAIA terminals upon departure twenty-four (24) hours daily, or at the MIAA Administration Building from 8:00 a.m. to 5:00 p.m., Mondays thru Fridays except holidays.

OFW’s must present the following documents for the refund:

  • Photocopy of passenger ticket or official receipt showing payment of terminal fee with the code “LI  (International)” [photocopy to be submitted at the Refund Counter];
  • Original OEC (airport copy) [to be surrendered at the Refund Counter];
  • Boarding Pass.
