E. Other Visa/Entry Requirements for Foreign Nationals

E.1.    MINOR CHILDREN BELOW 15 YRS. OLD TRAVELING TO THE PHILIPPINES UNACCOMPANIED BY OR NOT JOINING A PARENT IN THE PHILIPPINES

A Waiver of Exclusion Ground (WEG) under Section 29(a)(12) of the Philippine Immigration Act of 1940, as amended is required for children below fifteen (15) years old who are traveling to the Philippines unaccompanied by or not joining his/her parent/s to the Philippines.

The accompanying adult authorized by the parents/legal guardian in the Affidavit of Support and Guarantee with Consent (ASGC) duly notarized by the Philippine Embassy, may apply for Waiver of Exclusion Ground (WEG) directly at the Immigration Arrival Section at any Philippine international airport upon submission of the ASGC.

The following requirements should be submitted to the Philippine Embassy prior to the notarization of ASGC:

  1. Two copies of duly accomplished Affidavit of Support and Guarantee with Consent.

  2. Two copies of duly accomplished Application for WEG (signed by parent on the left side and signed by accompanying adult under “CONFORME” on the right side).

  3. Two passport-size photographs of child/children;
  4. Two photocopies of passport data page of child/children;
  5. Two photocopies of passport data page of parent executing the Affidavit (original passport should also be presented upon application);
  6. Two photocopies of passport data page of accompanying adult/guardian.
  7. Record of Birth of the child (e.g. koseki tohon issued within six months, Birth Certificate, Report of Birth) with English translation (to be verified by the Embassy) and one photocopy. If submitting koseki tohon, you can translate the required information on the Family Register Form for WEG.

All copies to be submitted must be in A4 size paper.

Fees:
Notarization fee : US$25
Verification of Translation : US$25

Note: Fees are payable in US Dollar or its equivalent in Japanese Yen. Please consult the Embassy for the current conversion rate.

For WEG application to be filed by the parent’s representative, a letter of authorization, the representative’s identification card, and the original passport of the parent are required.

For WEG application by mail, the parent’s original passport and a return envelope (with registered mail stamp, written name, address and telephone no.) are required.

The Affidavit, together with the Application for WEG, shall be presented to the Immigration Authorities in Japan and Philippine international airports.

Upon arrival in the Philippines, the Immigration authorities shall charge the amount of approximately PhP3,120 for the processing and approval of WEG.

E.2.    FOREIGN NATIONALS WHO WISH TO TAKE UP A SHORT-TERM NON-DEGREE COURSE

Foreign students who wish to take up a short-term non-degree course like language and computer courses must apply for a temporary visitor’s visa. Upon arrival in the Philippines and acceptance by the school/institution authorized by the Bureau of Immigration to accept foreign students, he/she should apply for a Special Study Permit at the Bureau’s Student Desk, together with the following documents:

  1. Letter request;
  2. Certificate of Acceptance from the school accredited by the Bureau of Immigration to accept foreign students;
  3. Photocopy of passport reflecting the applicant’s authorized period of stay;
  4. Affidavit of Support and Proof of Financial Capacity; and
  5. Birth Certificate / Report of Birth / Family Register (Kosekitohon) authenticated by the Philippine Embassy.
  6. Other documents that may be required by the Philippine Bureau of Immigration (contact number: 63-2 527-3260 / 527-3279)

F. EXTENSION OF AUTHORIZED PERIOD OF STAY IN THE PHILIPPINES

In case of a temporary visitor’s visa holder whose stay in the Philippines will exceed the authorized period of stay, he/she will have to report to the Bureau of Immigration, secure an extension of stay and pay the corresponding immigration fees. Information on fees for extension of stay and other Immigration fees are available at the Bureau of Immigration website (www.immigration.gov.ph).

G. MULTIPLE ENTRY VISAS

A multiple entry visa may only be issued to an applicant of temporary visitor’s visa for business provided that the applicant or the company in Japan endorsing the trip to the Philippines, and the counterpart or inviting company/ organization in the Philippines justifies the request. The Embassy will review the request and shall decide upon the merits of the application.

H. PREARRANGED EMPLOYMENT OR WORKING VISA

The Embassy does not process visa application for employment. However, Japanese who will work in the Philippines should apply for business visa at the Philippine Embassy. When in the Philippines, the worker together with the Philippine company sponsoring him should apply at the Philippine Immigration Bureau for the conversion of the business visa to a working visa.
