Passport General Information

Last July 01 2008 (Tuesday), the Philippine Embassy in Tokyo started accepting and processing applications for the Machine Readable Passports (MRPs). Priority will be given to applicants whose passports have already expired or are due to expire within 6 months. All regular green passports earlier issued will remain valid and will be honored by immigration authorities worldwide until their stated expiry date.

The Machine Readable Passport (MRP) will be the global standard by April 2010. The regular MRP is colored maroon and consists of 44 pages. The MRP contains advanced security features that will help prevent the tampering of the personal details of the passport holder through data or photo manipulation or substitution. The passport holder’s information is encoded and reflected in the machine readable zone (MRZ) which can be read by a machine/passport reader at all international ports of entry and exit.

    IMPORTANT NOTE:
    ・Applications filed by fax will not be processed.
    ・Applications filed by mail will not be processed.
    ・Incomplete applications will not be processed.

The new MRP application procedure includes:

STEP 1(Fill-up MRP Application Form)

  1. Download and fill up the Passport application form or print your Passport application form online.
  2. Prepare the following :
    • 3 passport-sized pictures (royal-blue)
    • photocopy of data page, visa page, latest entry stamp, and last page of old or current passport
  3. For New Applications, and Lost & Mutilated Passports, Passports with Assumed Names & Brown Passports – please refer to the requirements listed on the appropriate links at the bottom of this page.

STEP 2 (Request for Personal Appearance) Applicants can request for personal appearance by:
(1) Walk-in at the Embassy      (2) Online application

  1. Filing of Application at the Embassy
    1. Bring completed MRP application form, passport, and other requirements mentioned above to Window 3 or 4.
    2. Choose a date for personal appearance and final processing
    3. Window 3 or 4 attaches a confirmation slip on passport for date of personal appearance
  2. Filing Passport Application Online

    This online service only applies to applicants who are applying for a passport for the first time or renewing their old/current passport. For those applicants who have lost or mutilated passports, you are required to come to the embassy to file your application. This online process will help us process applications more efficiently and at the same time will help the applicant print out the passport application form before coming to the Embassy. We will advise the applicant the date of his/her Personal Appearance through email only. All dates of Personal Appearances through email are final and cannot be changed. Those unable to come on their confirmed date will have to refile their MRP Online Application to obtain a new date.

    Please follow carefully the instructions below in order to complete the online application.

    What you need:

    1. You should use Internet Explorer version 6.0 or higher. The form may not display properly with other browsers (i.e. Mozilla Firefox, Safari, Google Chrome, etc).
    2. You must also have Adobe Acrobat Reader version 5.0 or higher installed on your computer. If you do not have it yet, you can download it from [ here ].
    3. You should use either an ink-jet or laser printer to print the completed application form in A4 size paper.

    How to accomplish:

    1. Complete the information requested in the appropriate fields on the online application form. Your answers must be in English and must use English characters. Japanese characters are not recognized by the system.
    2. Forms with incomplete information will not be processed. Applicants are reminded to include a valid email address in your application where the Embassy can confirm the date of your Personal Appearance. You must be able to print attachments from this email address.
    3. Press the Continue button at the end of the form. Please do not click the “Continue” button more than once. This may cause your application to be rejected.
    4. Open your email and print the attached PDF form on A4 size paper.
    5. Follow the instructions in the email message to proceed with your application by clicking on the confirmation link. Confirm that you can come on the indicated date of personal appearance.
    6. Wait for an email notification of your confirmed date of personal appearance. Requirements and further information will be in the email message you will receive.

STEP 3 (Personal Appearance at the Embassy) Monday to Friday 9am – 12nn; 1:30-2:30 pm only

A. Applicant signs the list with the names of those scheduled for PA on that date

B. Applicant proceeds to Window 6 to do the following:

  1. Present original current passport
  2. Verify the data in the computer -generated form
  3. Attach photo to the CGF
  4. Affix signature and thumbprints on the machine- generated form
  5. Embassy cancels old passport
  6. Pay the passport fee of ・6,500 at the Cashier’s Window
  7. Applicant returns receipts and self-addressed EXPACK 500 Window 6

C. Applicants are requested to come on their chosen date of their personal appearance. Those unable to come on their requested date will have to go to Window 3 or 4 personally to request for a new date. Requests for rescheduling by fax or email will not be entertained.

STEP 4 (Submission of CGF to DFA Manila)

A. The Embassy forwards the CGFs to the Office of Consular Affairs (OCA)- DFA, Manila

B. Since the new passport will be printed and produced at the Department of Foreign Affairs in Manila, processing time may take upto 45 days from the time the application is submitted to the time it is relased for delivery.
