On 25 September 2017, Finance Secretary Carlos G. Dominguez III and Socioeconomic Planning Secretary Ernesto M. Pernia co-led the Philippine Delegation to the Third Philippines-Japan Joint Committee Meeting on Infrastructure Development and Economic Cooperation. The delegation was composed of high-level officials from the Embassy of the Republic of the Philippines in Japan, the Department of Public Works and Highways (DPWH), the Department of Transportation (DOTR), the Department of Budget and Management (DBM), the Department of Energy (DOE), the National Security Council (NSC), the Presidential Communications Operations Office (PCOO), and the Philippine Bases Conversion and Development Authority (BCDA).

The Japanese delegation was led by Chief Cabinet Secretary Yoshihide Suga and Special Adviser to the Prime Minister of Japan Dr. Hiroto Izumi and was accompanied by high-level officials from the Prime Minister’s Office, Ministry of Foreign Affairs (MOFA), the Ministry of Finance (MOF), the Ministry of Economy, Trade and Industry (METI), the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the Ministry of Internal Affairs and Communications (MIC), the Japan Bank for International Cooperation (JBIC), the Japan International Cooperation Agency (JICA), the Development Bank of Japan (DBJ), the Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development (JOIN), and the Embassy of Japan in Manila.

The agenda of the meeting include: 1) current status and issues of ongoing infrastructure projects as well as issues raised during the Second Joint Committee Meeting on 7 July 2017 in Manila; 2) early recovery, reconstruction and rehabilitation of Marawi; and 3) other areas of cooperation such as information communications technology (ICT), anti-illegal drug measures, disaster prevention, environment, agriculture, and cooperation between the Development Bank of Japan and the Philippine Development Bank.
