Four Embassy Personnel Get Promoted

Tokyo, 30 August 2017 – Philippine Ambassador to Japan Jose C. Laurel V (leftmost) awarded the appointment papers of four Embassy personnel who were recently promoted to the next higher rank in simple ceremonies held at the Embassy, as follows: Mr. Charlie Q. Cinco (2nd, left), Mr. Reynaldo W. Cahayag Jr. (middle), and Ms. Annabelle R. Sagum (2nd right). Witnessing the event was Mr. Eduardo M.R. Meñez (rightmost), Deputy Chief of Mission of the Embassy. Not in photo is Mr. Richard Z. Roldan, who was also promoted to the next higher rank.

Mr. Reynaldo W. Cahayag Jr. was promoted to Foreign Service Staff Employee, Class 1. He was a management graduate of the University of the Philippines in the Visayas-Tacloban College. He earned his master’s degree in management at the Leyte Normal University and took units in Doctor of Management also of the same university. Prior to his assignment to the Philippine Embassy in Tokyo, Mr. Cahayag was assigned to the DFA Regional Consular Office in Tacloban City and to the Office of Fiscal Management of the Department of Foreign Affairs (DFA) in Manila. He joined the DFA in 2003.

Mr. Charlie Q. Cinco was promoted to Foreign Service Staff Employee, Class 1. He was an economics graduate of the University of the Philippines in the Visayas-Tacloban College. He earned Masteral units in management at the Asian Development Foundation College and in law at Leyte Colleges, both in Tacloban City. Prior to his assignment to the Philippine Embassy in Tokyo, Mr. Cinco was assigned to the DFA Regional Consular Office in Tacloban City. Mr. Cinco, who joined the DFA in 2003, was twice a recipient of the DFA Outstanding Employee Award in 2007 and 2008.

Ms. Annabelle R. Sagum was promoted to Foreign Service Staff Employee, Class 1. She was a computer science graduate of Adamson University in Manila. Prior to her assignment to the Philippine Embassy in Tokyo, Ms. Sagum was assigned to the Office of Consular Affairs of the Department of Foreign Affairs (DFA) in Manila. Ms. Sagum joined the DFA in 2002.

Mr. Richard Z. Roldan was promoted to Foreign Service Staff Employee, Class 2. He was a graduate of computer engineering (cum laude) at STI College Cubao and earned masteral units in public administration at the National College of Business Administration (NCBA) in Quezon City. Prior to his assignment to the Philippine Embassy in Tokyo, Mr. Roldan was assigned to the Office of Consular Affairs of the Department of Foreign Affairs (DFA) in Manila. He joined the DFA in 2007.
